The Port and Marine Facilities Safety Code (PMSC) establishes a national standard for the safe management of ports and harbours in the United Kingdom. The Code provides a framework for harbour authorities to manage marine operations safely and to reduce risks to harbour users, the public, and the environment.
Tor Bay Harbour Authority is fully committed to complying with the Port and Marine Facilities Safety Code and the accompanying Guide to Good Practice.
Tor Bay Harbour Authority operates a comprehensive Marine Safety Management System (mSMS) which sets out the policies, procedures and risk controls required to ensure the safe management of marine operations within our harbour limits.
Through this system we:
The mSMS covers all harbour activities including navigation, harbour operations, marine events, harbour works, and the management of commercial and recreational vessel traffic.
The Harbour Authority has a clear governance structure to ensure compliance with the Port and Marine Facilities Safety Code.
Tor Bay Harbour Authority maintains a comprehensive programme of marine risk assessments covering navigation, harbour operations, and marine activities within the harbour limits.
Risk assessments are reviewed regularly and whenever significant operational changes occur. The results inform operational procedures, harbour directions, and safety controls.
Safety is supported through regular engagement with harbour users and stakeholders. Tor Bay Harbour Authority holds liaison forums and meetings with harbour user groups to discuss marine safety issues and operational matters affecting harbour activities.
