Overview and Scrutiny Structure

Overview and scrutiny at Torbay is undertaken by the Overview and Scrutiny Board and the Health Scrutiny Board.  Each of these Boards can appoint Review Panels to carry out detailed reviews of specific topics.
The Overview and Scrutiny Board is chaired by the Overview and Scrutiny Co-ordinator (Councillor John Thomas).  The Co-ordinator’s role is:
“To deliver and co-ordinate effective scrutiny of the Council’s decisions or actions and monitor policy development.”
The Council has also appointed five Scrutiny Lead Members whose role is:
“To lead the effective scrutiny of the Council’s decisions or actions and monitor policy development within the area for which they have special responsibility.”
For 2011/2012, the Scrutiny Lead Members are:
