Controlled Parking Zones

CPZ SignControlled Parking Zones (CPZ) are often more commonly known as Residential Parking Zones and historically only two roads in Torbay have had residents parking concessions associated with them, these roads are both in Paignton and are :
During the process of the introduction of Decriminalised Parking Enforcement, Torbay Council agreed to review residents parking in certain areas of Torbay.
Suitable areas would include those where residents without off-street parking were having to compete regularly with commuters and / or shoppers for on-street parking spaces.
Torbay Council therefore began consulting initially on seven Controlled Parking Zones across the whole of Torbay, the final of which was Shiphay which was introduced during late 2010.
Not all of these schemes ran to completiton, with a number being heavily revised or dropped after initial consultation. Further details of each scheme can be found below.
As with all changes to parking restrictions within the bay, the CPZ’s are reviewed after the first six months of operation, therefore ensuring that the best use is being made of the available road space.
The current situation regarding the implementation of new Controlled Parking Zones is that in both 2009 and 2010 a report on the next phase of CPZ’s was presented to the Transportation Working Party and that the members decided to defer any decision on further schemes until 2011.
A subsequent follow up report on CPZ’s was presented to the Transportation Working Party on Friday 18 March 2011 and after further consideration the members decided to start work on a small number of additional zones.
This list included Babbacombe Downs and St Marychurch. Unfortunately there was no money allocated to implement these schemes in the 2011 / 2012 financial year and therefore we will only be carrying out initial consultation during the first quarter of 2012.

Permits

Residents living within one of the Torbay's CPZ's can buy a Residents Parking Permits from Parking Services if their vehicle is registered at their address within the CPZ.
