About the Scheme

Torbay Council’s ‘Around Torbay’ Concessionary bus travel scheme is replaced by a new English National Concessionary scheme on the 1 April 2008. All those who are eligible and in possession of the new National pass will be able to access local bus travel (not National Express) free of charge, anywhere in England between the hours of 0930-2300 Monday to Friday, and at any time at weekends or on Bank Holidays. A small number of ‘Around Torbay’ pass holders who have recently applied for a pass or notified change of address will be issued with temporary National passes to be used in conjunction with their existing ‘Around Torbay’ pass until a full National pass can be issued to them.

Who is Eligible?

You must be a resident of Torbay (if you are unsure, check which authority you pay your council tax to) be and aged 60 or over.

OR

A registered disabled person who has a physical or mental impairment (including sensory impairments and hidden impairments such as mental illness/mental health problems, learning disabilities and conditions such as epilepsy) which has an effect on their ability to carry out normal day-to-day activities. That effect must be:

  • Substantial (that is, more than minor or trivial)
  • Adverse; and
  • Long term (that is, it has lasted or is likely to last for at least a year or for the rest of the life of the person affected)

Those registered disabled will qualify under one or more of the following categories:

  • Blind or partially sighted
  • Profoundly or severely deaf
  • Without speech
  • Ability to walk*
  • Without arms, or long term use of arms*
  • Have a learning disability
  • Unable to drive for medical reasons (excluding the misuse of drugs or alcohol)

*Please note that only those on Disability living allowance with higher rate of mobility allowance qualify

Carer’s passes are not given financial support by Central Government, and regrettably for this reason, they will no longer be issued or valid from 31 March 2008.

How to apply for a pass

You will need to complete an application form which can be downloaded from the Do It Online panel on the right of this page (Forms are also available from any of our issuing outlets).

You will then need to take your completed form, together with one document as proof of residency and one document for proof of eligibility (a list of what is accepted can be found on the second page of the application form), to one of the following issuing outlets:

Those with an existing Devonwide pass can exchange it for a new Around Torbay Pass until 31 May 2007 without the need to bring proof of residency and eligibility. After this date you will still be able to get a new pass, but will have to bring along the relevant documentation with you.

Lost or Stolen Passes

If your pass has been lost or stolen, we advise you to contact the Strategic Transport team (details on the Contact Us Panel on the top right of this page).

Passes that are lost, quite often turn up a few days later. We normally recommend waiting a few days before getting a new pass. If your pass is returned to the Strategic Transport team we will contact you to make arrangements to return it.

Replacement passes will cost £5 and you will need to bring proof of residency and eligibility along to an issuing office when collecting your replacement.

Change of Details

Please notify the Strategic Transport team of any change to your contact or personal details.

If you are moving from Torbay, you should surrender your pass.

We would also be grateful to next of kin returning any passes from those that pass away. We can then update our records to prevent unnecessary further contact.
