Pay-on-Exit Parking System

The Harbour Car Park

In June 2009 Torbay Council completed the refurbishment of Torquay’s 500 space Harbour car park.  Improvements include better lighting, bigger car park spaces, more Parent & Toddler bays and the inclusion on the lower level of 9 Disabled Bays which are free to use for disabled blue badge holders.  Torbay Council also took the opportunity of replacing its Pay & Display (P&D) machines on each level with a centrally managed Pay-on-Foot system.

Pay-on-Exit System

This new pay-on-exit technology replaces the Pay & Display machines which were located on each level.  Drivers will be able to take a ticket from the machine on entry and then, at the end of your stay, you will need to pay at the pay stations located on each level for the amount of time spent, before returning to your vehicle and exiting the car park.  
Car park users will be able to pay with credit/debit cards, as well as coins and notes. The pay stations located on each level are also capable of giving change.
With the new pay-on-exit system, there will be no risk of overstaying your time and risking receiving a penalty charge notice, as you will pay only for the time you have used at the end of your stay.
“The machines give change and accept all types of credit cards, which improves customer satisfaction in such a busy tourist area as Torquay Harbour,” added Chris Lewis.  

Card-Based Parking Permits

Torbay Council has introduced a card-based parking permit scheme for hotel guests and annual permit holders.  The lower level of the car park, excluding disabled bays   is reserved exclusively for hotel guests.
Users of the Car Park Access Card simply place it against the contactless card reader on the entry and exit terminals to raise the car park’s barriers.  Hoteliers pre-purchase cards for the number of spaces they wish to reserve on a seasonal basis.
“Hotel guests and permit holders receive access cards to the car park, which improves our understanding of usage at the site and allows us to reserve areas for certain types of customers,” said Chris Lewis, Torbay’s Deputy Mayor.
