Who do I contact to report illegally parked vehicles?

Please contact Parking Services with the location details and the parking restriction in situ on 01803 207695.  Our enforcement contractor will then be notified and a visit will take place at the earliest opportunity, normally within 24 hours.

If there is a parking restriction where I am holding an event, what can I do?

For events such as weddings and funerals the Council may be able to offer dispenation to offiicial vehicles, providing there are no safety or congestion issues. For other events dispensations are unlikely to be granted but please contact Parking Operations on 01803 207679 to discuss your event.

I need to deliver/pick up large sums of money at the bank but there are parking restrictions outside, can I park illegally to do this?

No, only security vehicles operated by authorised companies have dispensations under our traffic regulation orders to enter pedestrianised and other areas to deliver and collect cash.  If this is not an option, then your vehicle must be parked legally.

I can not walk very far but I am not entitled to a blue badge, where can I park?

Pregnancy and temporary disabilities (e.g. hospital operations) do not qualify for dispensations.  Unfortunately only legal parking areas should be utilised or off street car parks.

Outside my property there is a parking restriction and I can not park legally, can I have a dispensation to park outside my property?

No, the Council maybe considering residents parking schemes in the future, until these are implemented following consultation only legal parking areas should be utilised.  Please contact the Highways Department if you require more information regarding controlled parking zones.

How can I get a parking restriction changed?

Please write in to the Highways Department stating why you think the restriction should be altered. Please bear in mind that the entire street must be consulted with regard any possible changes so speak to your neighbours before writing in.

There are vehicles parked on pavements and grass verges which cause me concern, what action can be taken against these vehicles?

Parking on pavements and verges is dangerous, as it obstructs pedestrians and causes people of all ages to walk in the road.  Damage can also be caused to vital underground services and access to fire hydrants may be blocked in an emergency.   Civil Enforcement Officers can issue a PCN where there is a waiting restriction in place on the adjacent highway, please visit Pavement Parking for further details.

I live near a school, the parents arriving to drop off and collect their children park illegally, what action can be taken?

Parking restrictions outside of schools are provided for safety reasons to ensure clear sight lines for both motorists and children.  Torbay Council works in partnership with the Police and the Council Road Safety team to ensure parents and children are educated with regard the road safety problems this activity causes.  Civil Enforcement Officers visit schools regularly to raise the awareness of parents and if necessary will issue Penalty Charge Notice’s (PCN).  We fully understand that ensuring children arrive and leave school safely is important to all parents however by parking illegally this compromises road safety for everyone.  There are “walk to school” schemes in place which offer parents’ free parking in some council owned car parks to aid this activity.  Please ask the school office if your school has one in place.

I have a disabled blue badge, where can I park on the street?

There are often cars parked on the double yellow lines at the end of my road, why do they not receive PCN’s?

Disabled blue badge holders are permitted to park on street on a yellow line restriction (provided there is no loading ban in place at this location) for up to 3 hours ensuring that their badge and time clock are displayed correctly and the vehicle is not causing an obstruction. If you feel the vehicle is parked causing an obstruction please contact the Police on 08452 777444. If the vehicles are not displaying blue badges please contact Parking Services and we will notify the enforcement contractor.

I live in a road with no parking restrictions where people park inconsiderately so I have difficulty entering/exiting my property, what action can be taken?

Unfortunately the council can not instruct our enforcement contractor to issue PCN’s to vehicles where there is no restriction present.  In this instance telephone your Police neighbourhood beat manager on 08452 777444 for advice.

I am a contractor working at a property where there is a parking restriction.  I need constant access to my vehicle all day, can I park illegally?

I run a hotel and my guests get parking fines when trying to load/unload their luggage on the double yellow lines, can they park illegally?

No, guests and visitors must adhere to the parking restrictions too.  We would advise any owner or manager of a hotel/guest house to ensure guests are fully aware of any parking restrictions prior to their arrival.   As per the Highway Code, you may stop to load or unload or whilst passengers board or alight from a vehicle stopped on double yellow lines.  The parking attendant needs to observe continuous loading/unloading taking place and they will allow 20 minutes for the activity to be completed if necessary.  At the point that all passengers and luggage have been loaded/unloaded the vehicle must be removed from the restriction to be parked legally.

I am a local trader, my delivery drivers have problems parking to deliver to my establishment, so can they double park or park on yellow lines?

The activity of unloading or loading must be completed with the vehicle parked at the kerbside; failure to adhere to this may result in the issue of a PCN. If unloading or loading on double yellow lines there is allowance in the Traffic Management Act 2004 for continuous loading/unloading for up to 20 minutes. This activity must be able to be witnessed by the Civil Enforcement Officer. As soon as the loading/unloading activity has been completed the vehicle must be moved to a legal parking place.There is no specific dispensation for traders with regard to loading/unloading.
