Torbay Library Services strives to provide a wide range of high quality services to its users. The planning, provision and development of these services is set out in the Torbay Library Services Business Plan which contributes to the wider Cultural Services Business Plan for Torbay Council. In addition, the library service seeks accreditation through schemes which will contribute to the quality of its provision, such as Charter Mark. This is awarded by the Cabinet Office "for excellence in public service". In November 2007, the library service renewed its Charter Mark status which was first achieved in 2002. There is now full compliance (1 partial non-compliance in 2006), and the number of Best Practice examples was increased from 6 to 7 in 2007. The award is prized, and is a recognition of the efforts made by staff to achieve a customer-focussed service.
Additionally, the service holds the Community Legal Services' Quality Mark at Assisted Information Level across all 4 static libraries.
