New on the Site

A new directory of Supporting People services gives information on services available. This is in the related documents section at the bottom of the page.

The Torbay Guide to involving vulnerable people in their services gives ideas on how to engage with and involve clients in the planning and development of their services. Torbay Voice is the Supporting People service user group and is made up of clients from a range of services who are involved in the development of services

What is Supporting People?

Supporting People services give support to help people live as independently as possible. Services include a hostel for the homeless, supported and sheltered housing, a women’s refuge and ‘floating support’ where workers visit people in their own homes.

Support provided can include help to:

  • Develop independent living skills such as cooking, cleaning and dealing with mail   
  • Get in touch with other services such as doctors, social workers or community organisations
  • Access work and training
  • Deal with personal budgeting, completing benefit forms, debt counselling and welfare rights;
  • Make and maintain social contacts
  • Be aware of home security and safety

The Housing Support Referral Hub is now operating. Everyone wanting a Supporting People service (except a sheltered housing service for older people) needs to contact the Hub, and the Hub will find people the service they need. This stops people having to apply to lots of different Supporting People services.

The National and Local Programme

Supporting People is a Government programme to develop and monitor housing support services. In Torbay, Supporting People is a partnership between Torbay Council, Devon and Cornwall Probation Service and Torbay Primary Care Trust. In Torbay the Supporting People grant is administered by Torbay Council and pays for support services.

Supporting People in Torbay is governed by the Commissioning Body.

Supporting People in Torbay is advised by the Strategy Sub Groups. These groups are made up of Torbay Council, Torbay Care Trust, voluntary services, people who use services, service providers, and other organisations who refer people to Supporting People services. There are six groups which focus on:
