Asset Management

Following the Comprehensive Spending Review and the introduction of new initiatives for capital funding, the government was keen to introduce a system that allocated money to schools in a fairer and more transparent way. Good Asset Management Plans (AMPs) are key to ensuring that capital funding and existing assets are used as efficiently and effectively as possible in raising educational standards.

Every Local Authority(LA) has to produce a LA Asset Management Plan for the buildings and sites under its control. The Plan consists of the following elements:

  • The Local Policy Statement
  • The Statement of priorities
  • AMP Surveys of all schools

What is the purpose of an Asset Management Plan?

  • FOR THE GOVERNMENT...
    It provides a record of the current condition and suitability of all school buildings and whether there are sufficient or too many pupil places in each Local Authority. This identified need enables the DfES to make bids to the Treasury for funding which in turn will be distributed to LAs through Capital Funding and other initiatives.
  • FOR THE LOCAL AUTHORITY...
    It provides a detailed record of the building stock and what the identified need is in each premise against the main elements of condition, suitability and sufficiency. From this the Capital programme is developed with the information also being shared with diocesan bodies for VA schools.
  • FOR SCHOOLS...
    It provides information on their property, and identifies where priorities for improvement and investment are required.

Asset Management Plan Surveys

AMP data plays a crucial role in the Local Authority’s Asset Management Plan and the prioritisation of funding and resources. Asset Management Plans consist of the following main elements:

  • Condition Surveys
  • Disability Discrimination Act Surveys
  • Premises Information
  • Security Surveys
  • Sufficiency (Net Capacity)
  • Suitability Surveys

This data is a valuable and useful resource. To assist, an Asset Management Folder has been produced and sent out to every school, which includes information regarding all of the main elements above.  If you have any queries regarding your folder please contact the team.
