Overview and Scrutiny Structure
The Structure
Overview and scrutiny at Torbay is undertaken by five Boards (or committees):
The Overview and Scrutiny Board deals with corporate issues and also has a co-ordinating and cross-cutting role. The remaining Boards each reflect a theme as featured within Torbay's Community Plan.
Each themed Board is chaired by a Scrutiny Lead Member who also sits on the Overview and Scrutiny Board. The general scopes of these boards are listed below, and the membership of these boards can be viewed on the Councillors' Details page.

Overview and Scrutiny Board
Scope
- Co-ordinating the work of the overview and scrutiny function, including: setting the Work Programme, co-ordinating a response to the Revenue Budget Proposals each year and preparing the Annual Report
- Undertaking work that would fall within the remit of more than one Scrutiny Board (“cross-cutting” work)
- Improving the Corporate Health of the Council

New Economy and Pride in the Bay Scrutiny Board
Scope
- Building on and developing our traditional industries of fishing and tourism
- Encouraging investment and business growth in new businesses that use up-to-date technology
- Supporting the development of other growth sectors such as cultural industries
- Supporting the renaissance of Torbay with a strong transport infrastructure and affordable housing
- Creating and maintaining quality environments that are clean and safe, accessible and pleasant
- Improving the quality and quantity of culture on offer
- Making it easier to get around the Bay

Stronger Communities Scrutiny Board
Scope
- People feel safe
- People have access to good quality housing and support, education, training and employment
- People can develop their own communities and treat each other with respect and consideration

Learning and Skills Scrutiny Board
Scope
- Promoting a culture of lifelong learning
- Encouraging continuous improvement in achievement
- Raising aspirations for all
- Better links between education, training and businesses
- Narrowing the gap between the most and least advantaged children
- Support a range of lifelong learning opportunities for adults and older people

Health and Wellbeing (Stronger Communities) Scrutiny Board
Scope
- People live in healthier communities and have happy, independent and healthy lives
- Older people feel valued, contribute and benefit from the Bay’s improved economy
