The final report into Unmet Demand in Hackney Carriages has been published. The primary purpose of the report is to evaluate whether there is any significant unmet demand. If there is no significant unmet demand then this would support Torbay Council should they wish to retain a numerical limit (i.e. not to de-regulate) of 162 annual Hackney Carriage Licences and 7 seasonal licences.
The reports main finding is
“On the basis of the analyses conducted we conclude that significant unmet demand for hackney Carriages in Torbay does not exist at this time.”
A report is taken to the Licensing Committee on 29 May 2008 recommending that the numerical limit is retained. This however is a recommendation that is made to Full Council.
The final decision will be made by Full Council on 26 June 2008, though it will take the recommendation from Licensing Committee into consideration.
The company undertaking the report was also asked to look at accessibility into the Hackney Carriage and Private Hire Fleet for those with disabilities. The report was not able to draw any firm conclusions on this matter as the Government has recently advised that it is going to consult further on this matter during the summer of 2008.
There are also the results in appendix 8 of a survey of what the trade think about our services.
The Department of Transport are going to issue further guidance during the summer 2008 on numerical limits, so there may need to be further discussions on this before the end of 2008.
